Cert III Civil Construction Salary Guide (2026)

Pattern

A civil construction salary can vary considerably even among workers who hold the same qualification. Completing a Certificate III in Civil Construction can support work across civil projects, plant operations and related construction roles, but the qualification itself doesn’t set your pay.

Your earnings will depend on the job you actually do, your experience, the machinery or tasks you’re competent to perform, your employment agreement and factors such as overtime and allowances.

For a useful 2026 benchmark, Jobs and Skills Australia reports median full-time earnings of $1,900 per week for earthmoving plant operators. Building and plumbing labourers, a broader occupational group that includes earthmoving labourers, have median full-time earnings of $1,827 per week. These are occupation-wide medians rather than starting salaries or guaranteed rates.

There is no fixed Cert III civil construction salary

A Cert III civil construction salary isn’t a set rate attached to the qualification.

Certificate III training is designed to develop and recognise a range of civil construction skills. The work you move into after training could involve plant operation, road construction, drainage, general civil works or a combination of tasks depending on your qualification stream and experience.

Construction Training International’s Certificate III in Civil Construction – General can include competencies such as:

  • Excavator operation
  • Skid steer loader operation
  • Working at heights
  • Dogging
  • Rigging

The plant operations pathway places a stronger emphasis on operating civil construction machinery.

That means two people can hold a Certificate III while working in quite different roles.

One might be operating earthmoving plant full time. Another might work across general site duties and machinery. Someone else may still be completing a traineeship. Their pay won’t necessarily be comparable simply because the qualification on their training record has the same AQF level.

What do earthmoving plant operators earn?

Plant operation is one of the clearest salary benchmarks for people considering the plant-focused Certificate III pathway.

Jobs and Skills Australia reports median full-time earnings for earthmoving plant operators at:

Measure Current benchmark
Median full-time weekly earnings $1,900
Median hourly earnings $45
Average full-time hours 50 hours per week

Those figures are based on ABS earnings data and cover occupations including excavator, bulldozer, grader, loader, backhoe and general earthmoving plant operators.

Multiplying $1,900 by 52 gives an annual equivalent of about $98,800 before tax. That shouldn’t be read as a standard annual salary, however. The Jobs and Skills Australia figure is a median across existing full-time workers and average full-time hours in the occupation are relatively high.

An entry-level operator may earn less. An experienced operator working longer hours, remote projects, specialised equipment or overtime may earn more. And a civil construction plant operator salary can also vary between machines.

What about civil construction labourer pay?

A civil construction labourer salary can also vary according to experience and the work being performed.

Jobs and Skills Australia groups earthmoving labourers with other building and plumbing labourers. The current median for that broader occupation group is $1,827 per week for full-time employees, with median hourly earnings of $40.

A labourer entering civil construction without much experience may sit at a different pay level from someone who can operate plant, interpret site plans, work around underground services or take on additional responsibilities.

This is one reason a Certificate III can affect your options without creating an automatic pay rise. The qualification can build or formally recognise a broader skill set, but an employer still pays according to the role, applicable industrial arrangements and the work you perform.

Award rates provide a different kind of benchmark

Median salary figures show what workers are earning across an occupation. Award rates tell you something different: the minimum rates applying to employees covered by that award and classification.

The Building and Construction General On-site Award covers civil construction work and sets minimum rates across different construction worker classifications. The minimum classification rates range from $26.67 per hour at CW/ECW Level 1(a) to $34.46 per hour at Level 9, before applicable allowances and other payments.

The award also provides for a civil construction industry allowance and may provide other payments depending on the work being carried out.

That does not mean every civil construction employee is paid exactly those rates. Some workplaces operate under enterprise agreements, and some workers receive above-award pay. Overtime, shift arrangements, allowances and site conditions can also change take-home earnings.

Civil construction apprenticeship and traineeship pay is different

Someone completing a Certificate III through a traineeship shouldn’t compare their current wage directly with the median earnings of an experienced plant operator.

Under the Building and Construction General On-site Award, civil construction traineeships have staged minimum weekly rates. From 1 July 2026, the total weekly rates including the civil construction industry allowance are $942.05 at Stage 1, $983.85 at Stage 2 and $1,033.95 at Stage 3.

So, a civil construction apprenticeship salary or traineeship wage search needs some context. The applicable arrangement, stage of training and award coverage all affect the answer.

The attraction of a traineeship isn’t that you’ll immediately earn the same as an experienced operator. You’re earning while developing skills and progressing towards a qualification.

What can increase a civil construction worker salary?

Experience is one of the biggest factors, but it isn’t the only one.

Workers who can competently operate several types of plant may be useful across a wider range of projects. Additional Units of Competency and relevant High Risk Work licences can also open access to work that isn’t available to someone with only general site experience.

Project type counts too. Civil construction can include roads, subdivisions, drainage, utilities, earthworks and major infrastructure. Hours, rosters and working conditions differ between projects and employers.

Your civil construction worker salary may also be affected by overtime, shift work, site allowances, travel requirements and whether your workplace operates under an enterprise agreement.

Does completing Cert III mean you’ll earn more?

Not automatically.

A Certificate III can support access to skilled civil construction roles and give employers evidence that you’ve completed a recognised group of competencies. But salary progression usually comes from the combination of qualification, practical experience, the work you’re competent to perform and the responsibilities you take on.

For someone starting with very limited experience, the qualification can provide a structured route into the industry. For someone already working in civil construction, it may formalise skills they have developed on the job or add competencies that support broader duties.

Construction Training International delivers both general and plant-focused Certificate III civil construction training from its Riddells Creek facility north of Melbourne. The plant operations pathway covers equipment including skid steer loaders, backhoe/loaders, excavators, rigid haul trucks and wheeled front end loaders.

If salary is part of the reason you’re considering training, start by looking at the jobs you want rather than the qualification alone. Compare the competencies employers ask for, the machinery involved and the experience required.
